lydiard millicent – A VILLAGE GREEN & NINE NEW HOMES


​A local landowner has appointed MDP & OC Architects to prepare and submit a planning application on land opposite the Church. From the outset it was clear that the site presents both opportunities and constraints in equal measure. As such, the need for an analysis of the site was the central to the proposals. 
Site Opportunities - the site is centrally located, close to the primary school, opposite a bus stop and is flat and relatively featureless. The footway along Church Place is narrow and subject of some local concern. These opportunities are reflected in our proposals. 
Site Constraints - The site is within the Conservation Area, close to the Listed Church and contains a number of protected characterful trees along the northern boundary. Lydiard Millicent is not necessarily a suitable location for large scale new housing developments. Church Place is busy during peak hours. These constraints have shaped our proposals. 
Project status: Promotion to the Neighbourbood Plan for Allocation


Some questions posed during the planning process...

Who will maintain the new open space? 
Following discussions with the Parish Council it is likely that the new open space will be sold to the Parish for £1 as a preference over a long term lease with peppercorn rental. 

Is this the land that was expected to be used for a new car park?
No, this site is adjacent to it which is presently used as a paddock. 

Is there any affordable housing? 
Discussions are underway with Wiltshire planning officers and it is now likely that either an onsite provision will be made or an off-site contribution to the same. 

"We already have a playing fields and play area, we dont need two!" 
Unlike existing play areas, this site is centrally located just a two minute walk from the primary school. The new village green will provide a new focal point for the whole community in the heart of the village for all to enjoy, in perpetuity. 

Will the Parish have to pay to maintain the new play equipment and land?
Yes. However, the cost of mowing the additional grass may not be too burdensome since adjacent grass must be maintained already.
